The journal was established by the Faculty of Foreign Languages of Novosibirsk State University in November 1999 as its scientific body on the initiative of Doct. Philol. Sciences Irina Shaposhnikova, who became its first Editor-in-Chief. She held this post until 2017. Its first name "Linguistics and Intercultural Communication" has survived to this day, although in 2015 the Faculty was transformed into two departments of the NSU Institute of Humanities. The Editorial Board of the Journal is formed on their basis. This reveals why the main scientific topics of the journal are closely related to scientific problems typical for Russian faculties of foreign languages. However, the Vestnik did not publish and does not publish articles on the methods of teaching foreign languages. After the crisis of 2014-15, the Journal was revitalized, created its own website, was included in the database of the Russian Science Citation Index, increased its attractiveness for authors from leading Russian universities and began to publish 4 issues a year. Issues prior to 2006 are only available in libraries. Since 2006, all published articles can be read in full-text format and downloaded on the journal's website, in eLibrary and in CyberLeninka. Since 2017, the Journal is headed by Dr. Philol. Sci., Professor Maria K. Timofeeva, who attracted leading representatives of Russian Applied Linguistics to active cooperation and brought the Journal to the Internet. The Journal is now indexed in ERIH PLUS.
